Agent Count Info on Agents Page missing after OEM upgrading to EM 13.4 version (Doc ID 2750881.1)

Symptoms

From EM Console, navigate to Setup -> Manage Cloud Control -> Agents

Ideally, it should have displayed how many agents are running, how many are in a blackout, blocked, etc. Those counts are missing after EM is upgraded to 13.4

Changes

 Upgraded the OEM environment to 13.4 Version.
