13.4: Applying OHS Patches to the OMS Fails with Error: ApplySession failed in system modification phase (Doc ID 2751206.1)

Symptoms

Applying OHS patch (one-off or Bundle patch) on the 13.4 OMS fails with the error:

Applying interim patch '31876370' to OH '<OMS_HOME>'
ApplySession: Optional component(s) [ oracle.wlsplugin, 12.2.1.3.0 ] not present in the Oracle Home or a higher version is found.

Patching component oracle.fmw.upgrade.ohs, 12.2.1.3.0...

Patching component oracle.fmw.upgrade.ohs, 12.2.1.3.0...

Please verify all applications associated with the Oracle Home '<OMS_HOME>' are shut down. If this is AIX, please perform solution documented in Note 739963.1 on https://myoraclesupport.oracle.com.

ApplySession failed in system modification phase... 'ApplySession::apply failed: Copy failed from '<Patch_Stage_location>/31876370/files/oracle.ohs2/12.2.1.3.0/oracle.ohs2.symbol/bin/httpd' to '<OMS_HOME>/ohs/bin/httpd'...

The OMS was shutdown using "emctl stop oms -all" prior to patching.
