Symptoms
Upgrading the OMS to 13.4 fails during the "Upgrade Prerequisite Check" phase with the error:
OMS_HOME/cfgtoollogs/cfgfw/CfmLogger<timestamp>.log
INFO: oracle.sysman.top.oms:Cannot find Jar file #1 named '<DB_HOME>/JRE/lib'
