EM13c : OMS Fails To Start Due To Repository Database Issue (Doc ID 2757795.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, OMS fails to start with following message:

$ emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 4
Copyright (c) 1996, 2020 Oracle Corporation. All rights reserved.
Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server is Down. Console may not be up.
Check the following log files:
EM log files: <EM_INSTANCE>/em/EMGC_OMS1/sysman/log/emctl.log, emoms.trc, emoms_pbs.trc
Managed Server log files: <EM_INSTANCE>/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
JVMD Engine is Up
Starting BI Publisher Server ...
BI Publisher Server Could Not Be Started. Check BIP Server log file for details.
BI Publisher Server Logs: <EM_INSTANCE>/user_projects/domains/GCDomain/servers/BIP/logs/
BI Publisher Server is Down
