EM13c : OMS Console Access Gives Error after Login: "ERR_CONNECTION_TIMED_OUT" (Doc ID 2758872.1)

Symptoms

Enterprise Manager (EM) Cloud Control, OMS is getting restarted. Even when the OMS is up, the console is not accessible.
Some times the console is accessible, but post login it gives "ERR_CONNECTION_TIMED_OUT" error
