Symptoms
In Enterprise Manager (EM) Cloud Control, Fleet Cleanup job fails with "ERROR: The following Listeners were detected in the Oracle Home"
$ emcli db_software_maintenance -performOperation -name="cleanup" -purpose=CLEANUP_SOFTWARE -target_list='XXXXX' -target_type=rac_database -normal_credential="ORACLE:SYSMAN" -privilege_credential="SUDO_ROOT:SYSMAN" -workDir=/tmp

Verifying if there are still DBs or Listeners active in the Oracle Home...
