Symptoms

OMS install is failing at omsca step with the following error

OMS_HOME/cfgtoollogs/omsca/omsca_<timestamp>.log

Caused by: com.oracle.cie.domain.script.ScriptException: Error updating domain:
64254: Error occurred in "Artifacts Generation" phase execution
64254: Encountered error: Servicetable connection not available.
isSampleDB=false

isLocalDb()=false

64254: Check log for more detail.
