Symptoms

Enterprise Manager (EM) 13.4 Cloud Control Update/Rollback Execution with SIHA target using Fleet Maintenance fails with the following error:

$ emcli db_software_maintenance -performOperation -name="Update SIHA" -purpose=UPDATE_SIHA -target_list="<TARGET_NAME>" -target_type="has" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ROOT:SYSMAN"
