Symptoms

Executing any of the emctl commands on the agent side fails with following errors:

For example:

$emctl status agent

$AGENT_HOME/bin/emctl: fork: retry: Resource temporarily unavailable
$AGENT_HOME/bin/emctl: fork: retry: Resource temporarily unavailable
$AGENT_HOME/bin/emctl: fork: retry: Resource temporarily unavailable
$AGENT_HOME/bin/emctl: fork: retry: Resource temporarily unavailable
$AGENT_HOME/bin/emctl: fork: Resource temporarily unavailable

$ulimit -n shows the open files value is already set to 65536.
