Swap Monitoring Settings feature is missing from EM Console

Symptoms
In Enterprise Manager (EM) Cloud Control, during the switchover procedure from EM console, the Switch-over confirmation page we have a "Check Box" which enables monitoring settings to optionally be swapped between the primary and standby.
User can enable check box to get thresholds swapped.
This check box was available in the previous release but not in the EM 13.3 with 13.3.2 Database Plugin or EM 13.4 with RU9 update.
Navigate to AVAILABILITY menu -> Verify Data Guard Configuration -> follow the guided process.
There is no option called "swap monitoring settings" similar with the one reported below.
