Unable to add the Siebel Enterprise post upgrade to OEM 13.4 version with below error:

The issue can be reproduced at will with the following steps:

  1. Installed OME 13.4 version
  2. Delete existing Siebel Enterprise
  3. Perform Discovery Pre-Check
  4. Add the Enterprise


Upgraded from OEM 13.2 to 13.4
