Symptoms

Issue 1:

In Enterprise Manager 13.5 omspatcher apply command fails with the mandatory one-off patch 17777718 missings, even though it is already applied on the database home.

OMSPatcher failed: The current repository database version 19.9.0.0.201020 is not supported for applying the OMS patch. Update the repository database to the minimum supported Release Update 19.11.0.0.0 and one-off patch 17777718 or higher release update as available and retry the OMS patching.

 In Enterprise Manager 13.5 omspatcher analyze command fails with the mandatory Repository database Release Update missings, even though it is already applied on the Repository database home.
