Recently discovered database or listener targets show a status of Metric Collection Error in Enterprise Manager (EM) 13.4 Cloud Control:

EMS-01076: Unexpected error while deploying a plug-in in sync mode for emd url https://<HOSTNAME>:<PORT>/emd/main/: oracle.sysman.core.common.extensibility.plugin.deploymentservice.EMPluginDeploymentAgentSideException:
EM-04531: Plug-in configuration step failed on Management Agent <HOSTNAME>:<PORT> during plug-in deployment.
