Symptoms

EM 13c Agent resynch fails with the following error:

" ERROR ResyncState.class logp.251 - Comm Exception occured while Saving Monitoring Settings to EMD oracle.sysman.emSDK.emd.comm.CommException: Metadata file parent directory is not writable: /../agent_inst/sysman/emd/collection/<target_type>_<targetName>_4523.xml"
