Symptoms

Enterprise Manager upgrade from 13.3 to 13.5 fails with below error

<middleware_home>\sysman\log\schemamanager\m_<timestamp>\m_<timestamp>.UPGRADE\RCU<timestamp>\logs\stb.log

Error encountered executing SQL statement FileName: '<middleware_home>/oracle_common/../oracle_common/common/sql/svctbl/sql/create_user.sql' LineNumber: '23'
SQL Statement: [GRANT select on schema_version_registry to SYSMAN_STB]
java.sql.SQLSyntaxErrorException: ORA-00942: table or view does not exist
