EM 13c: Unable to Access EM OMS URL After Installation. "This Page Can't be displayed" shows in IE. (Doc ID 2799661.1)

After a new installation of EM 13c, accessing EM Console URL in any browser doesn't give the Login Page.

In IE Browser : This page can't be displayed

Firefox : We can't connect to the server at xxxxxxxxxxxxxx

OMS is up and running and this can be verified using 'emctl status oms -details' command.
