EM 13.4 : Accessing BIP Console Throws Error "Server not initialized. Please make sure the repository is ready." (Doc ID 2799739.1)

Symptoms

EM 13.4, 2- Node OMS

Accessing BIP Reports from OEM console throws the below error:
  Cannot retrieve the list of reports from BI Publisher. Enterprise Manager cannot establish a connection to BI Publisher.

Troubleshooting Information
SOAPFaultException in login: com.sun.xml.ws.fault.ServerSOAPFaultException: Client received SOAP Fault from server: java.lang.RuntimeException: Server not initialized. Please make sure the repository is ready. Please see the server log to find more detail regarding exact cause of the failure.
Enterprise Manager is configured to connect to BI Publisher at the location below:
https://<hostname>:<port>/xmlpserver

Accessing the BIP Console URL "https://<hostname>:<port>/xmlpserver/" from browser and getting below error.

Error
Server not initialized. Please make sure the repository is ready.ODM Issue Clarification
