Symptoms
Upgrade of Enterprise Manager to 13.5 fails with the DB pre-reqs check .

Prerequisite Name = Check execute privilege on DBMS_RANDOM
Prerequisite Detailed Name = Check execute privilege on DBMS_RANDOM
Prerequisite Status = fail
Prerequisite Recommendation = Explicitly grant execute on DBMS_RANDOM to DBSNMP
Prerequisite Detailed Recommendation = EM requires the explicit grant of execute on DBMS_RANDOM to DBSNMP and SYSMAN. Many standard compliance practices require public grant of execute on DBMS_RANDOM to be revoked. EM cannot rely on the public grant for this reason.
