Symptoms
EM 13.4 OMS failed to start with the following error:
$OMS_HOME/bin/emctl start oms

Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server is Down. PBS and Console both may not be up.
JVMD Engine is Down
Starting BI Publisher Server ...
BI Publisher Server is not functioning because of the following reason:
Unexpected error occurred. Check error and log files.
Check the following log files:
EM log files: /oracle/product/gc_inst/em/EMGC_OMS1/sysman/log/emctl.log, emoms.trc, emoms_pbs.trc
$../gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out file reports following errors for "emgc" and "empbs" applications:
