Symptoms

EM 13.4 emctl start oms command fails to start BIP with the following error:

$ emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 4

WebTier Successfully Started
Oracle Management Server Successfully Started

BI Publisher Server is not functioning because of the following reason:
Unexpected error occurred. Check error and log files.
