Symptoms

Enterprise Manager (EM) 13.2 Cloud Control OMS upgrade sticks at the OMS Configuration Assistant Step.

$<OMS_HOME>/cfgtoollogs/omsca/omsca_YYYYMMDDHHMMSS.log will have the following error message:

SEVERE: Exception: during EM deployment with template
Name of Exception: com.oracle.cie.domain.script.jython.WLSTException
Code of Exception: com.oracle.cie.domain.script.jython.WLSTException: Error updating domain:
64254: Error occurred in "Artifacts Generation" phase execution
64254: Encountered error: OMS_INSTANCE_HOME/user_projects/domains/GCDomain/bin/startWebLogic.sh (Text file busy)
64254: Check log for more detail.
