In Enterprise Manager (EM) Cloud Control, ATPS when discovered with ADBSNMP gives error message and target reports in Availability Evaluation Error.

During the discovery, test connection gives an error message.
ORA-01045: user ADBSNMP lacks CREATE SESSION privilage; login denied
