EM 13.5: 'Download and Recommend System Patches' Job Fails With 'EMS-03002: An internal error occurred' (Doc ID 2804683.1)

Symptoms

After upgrading to 13.5, the OEM job 'Download and Recommend System Patches' job fails with the error: "EMS-03002: An internal error occurred due to "oracle.sysman.xa.patch.recom.ExadataSystemPatchRecommendationMgr".
