Symptoms

On : 13.4.0.0.0 version, Target Host

OEM 13c: Testing Privileged Named Credentials Fails with "Failed to launch process: Cannot run program "/u01/app/agent/agent_13.4.0.0.0/sbin/nmo": error=11, Resource temporarily unavailable"

- Agent logs show errors like below.:



- NMO permissions are OK
- Limits increased for both open files and max user processes to 65k+
- memory and swap are OK
- server rebooted but issue persists
