Symptoms

In Enterprise Manager (EM) 13c Cloud Control Agents is unable to start, once the OMS is secured with a custom certificate with a  key_strength of 8192 bits.
The following start command session and log entry errors are seen:

$AGENT_HOME/bin/emctl start agent
Oracle Enterprise Manager Cloud Control 13c Release 3
Copyright (c) 1996, 2018 Oracle Corporation. All rights reserved.
Starting agent ......... failed.
SSL Configuration failed at Startup
Consult emctl.log and emagent.nohup in: /u01/app/oracle/em13c/agent/agent_inst/sysman/log
