Symptoms
In Enterprise Manager (EM) 13c Cloud Control Agents is unable to start, once the OMS is secured with a custom certificate with a key_strength of 8192 bits.
The following start command session and log entry errors are seen:
$AGENT_HOME/bin/emctl start agent
