EM 13c: Enterprise Manager 13.4 with RU12 or lower - Cloud Control Exadata Provisioning, the DB System Target is not Created (Doc ID 2810234.1)

Symptoms

 After Exadata Provisioning > create cluster, the DB_sys target is not created when the GI DB version is 21.3.x

Test Case Step-by-Step Instructions:
------------------------------------------
1. Start Exadata Provisoning flow on 13.4 RU13 environment with GI DB as 21.3.x.
2. You will see that the provisioning completes successfully, but the post-provisioning actions fail to create the DB_sys target.

Note: This behavior does not occur when the GI DB version is 19.x
