OEM 13.4 Unable To Connect to MOS To Set Credentials (Doc ID 2810462.1)

Symptoms

Enterprise Manger 13.4 Cloud Control

Following recent changes at Oracle, connection to MOS to download agent software or set MOS credentials is not possible.
Applying the RU12 Patch 33076766 to the OMS did not resolve the connection.
The following error message is still seen on setting credentials in EM 13.4:

EM Console > Setup > My Oracle Support > Set Credentials > Provide Username and Password and click on "Apply" to show the following error message in a pop up window:
