Symptoms

In Enterprise Manager (EM) Cloud Control, When deploying RAC software it fails on step "Transfer Common Perl Module"

$ emcli db_software_maintenance -performOperation -name="<Operation Name>" -purpose=DEPLOY_RAC_SOFTWARE -target_type=rac_database -target_list="<RAC Database Name>" -normal_credential="<Normal Named Credential>" -privilege_credential="<Privileged Named Credential>" -input_file="data:/tmp/<response_file>"
Processing target "<RAC Database Name>"...
Checking image subscription...
Check image subscription passed.
Oracle home target list is <ID_1>,<ID_2>
Operation '<Operation Name>' created successfully.

Deploy Oracle home software operation for RAC Database <RAC Database Name> can be monitored using:
EMCLI:
emcli get_instance_status -exec=<GUID> -details -xml
Browser:
