EM 13c: Verifying DataGuard Target in Enterprise Manager 13c Cloud Contorl Shows Database is not Discovered and/or Database Properties are not Available

Symptoms
This problem happens on stand alone database targets.
On Primary Database Home Page in Enterprise Manager (EM) 13.3.2 Cloud Control, selecting Availability tab -> Verify DataGuard Administration fails with error.
Verify error - "Database <DB_NAME> is not discovered and/or database properties are not available" is displayed.
The <EM_INSTANCE_BASE>/em/EMGC_OMSn/sysman/log/emoms.trc shows the following error:
