EM 13c: OMS Failed to Start Due to Anti Virus Software "OAS Manager" (Doc ID 2816465.1)

Symptoms

EM 13c OMS failed to start with error:

$OMS_HOME/bin>./emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 5
Copyright (c) 1996, 2021 Oracle Corporation. All rights reserved.
Starting Oracle Management Server...
WebTier Successfully Started
Node Manager Could Not Be Started
Check Node Manager log file for details: /u01/app/oracle/gc_inst/user_projects/domains/GCDomain/nodemanager/nodemanager.log
Oracle Management Server is Down
JVMD Engine is Down

Or

Execution of any emctl commands just hangs.

When it fails to start Node Manager, $../gc_inst/em/EMGC_OMS1/sysman/log/emctl.log reports following errors:

As per the above stack trace, though Node Manager is launched, its disconnected immediately. External process is killing the nodemanager java process.
