EM135 - Problem adding a second OMS Managed Node to OEM Infrastructure Status on the Cloud Console is "Availability Evaluation Error" (Doc ID 2816622.1)

Symptoms

On : 13.5.1.1.0 version, Patching Framework

Problem adding a second OMS Managed Node to OEM Infrastructure Status on the Cloud Console is "Availability Evaluation Error"

System has detected that this agent never uploaded to the repository successfully. Repository does not have enough information to restore this agent.

When checking the status of the agent inside the node (./emctl status agent) we can see its "Running and Ready".
We tried to upload manually:
./emctl config agent addinternaltargets
./emctl upload agent
And even though this command run without any error, the status of in the OEM console is still "Availability Evaluation Error".
