Upon Siebel Enterprise Discovery The Workflow Target Is Not Displayed In OEM 13 (Doc ID 2818198.1)

Symptoms

Upon Siebel Enterprise discovery in OEM, no workflow target is being displayed in the enterprise page although all the required components are enabled in the Siebel Server.

Please refer to the screenshot attached for the issue.

Steps to reproduce:
1. Set up a Siebel 20.5 instance
2. Enable all the Workflow related components
3. Either re-discover the Enterprise or Update the existing one
4. Notice the Siebel Workflow field is not populated in the Siebel Enterprise page
