EM 13c: Active Directory Configuration Shows Intermittent Connectivity with Error: SSLHandshakeException: [Security:090294]could not get connection (Doc ID 2822773.1)

Symptoms

Enterprise Manager (EM) 13.4 Cloud Control configured with Microsoft Active Directory 2016 LDAP shows intermittent connectivity issues From Web Logic to LDAP.

Users and Groups disappear From the WebLogic Admin Console.

SSL handshake errors are seen in the WebLogic Server 12.2.1 Admin Server logs.
