Agent is not starting up automatically after the server reboot
From the command line it is possible to use /etc/init.d/gcstartup to start and stop the agent software.
Changes
At server boot time, the OS will mount only the root file system. Then it will initiate the other tasks. From Oracle Linux 7 onwards, the boot process does parallel starting of various services. It doesn't do one by one like it does in OL6. Since the /app is coming from the iscsi server, it needs network service to start. So it will not mount that early.
Since the /app file system not mounting early, the oemagent service is failing to getting the necessary scripts to start.
