EM 13c:13.5 ru01 Agent Patching Failing with Error:"upload patch with ProperMetadata"

Symptoms
When attempting to apply 13.5 RU01 patch on the agent patch from the console is failing with the following error

Patch URN:oracle:defaultService:em:provisioning:1:cmp:COMP_Component:SUB_OraSoftUpdate:CDC5ED90941A6A51E0530C8A1AACDA02:0.1
[Oct 7, 2021 11:30:00 AM] Exception encountered while obtaining the automation XML: Specified patch location is not the unzip location of the zip patch file. null
[Oct 7, 2021 11:30:00 AM] Check for the following causes :
1.If Plan is AgentSystem plan upload patch with ProperMetadata ,the patchMetadata
should have is_system_patch set to 'y' or bundle version greater than equal to 2.0.
2.If Plan is OPatch plan make sure the patch structure is proper and whether it has the relevant files.
