EM 13c: Out of Band Email not Generated when Enterprise Manager 13c Cloud Control Oracle Management Service is Down

Symptoms
In Enterprise Manager (EM) 13.5 Cloud Control, out-of-band (OOB) email notification is configured as per Doc ID 1472854.1 to send emails when the OMS and Repository database are not available.
OOB emails are supposed to be generated when there is an issue with the listener or repository database.
However, in this case, when the OMS servers are down, there is no email sent.
When the OMS is down, an email like the following should be received:
Subject: Severe Oracle Enterprise Manager problem
Problem:
Management Service is down
