Symptoms

 
After apply 13c Release 4 Plug-in Update 12 (13.4.0.12) for Agent an Oracle BI Server target 'obis1' is listed as a part of the GCDomain and it is shown with status DOWN in EM Console.
The 'BIP' target, at the same time, shows UP in EM Console.
