EM 13c: Oracle Access Manager SSO Fails to Work after Enterprise Manager Upgrade to 13.5 (Doc ID 2830947.1)

Symptoms

Enterprise Manager (EM) 13.4 Cloud Control is successfully configured with Oracle Access Manager (OAM) 12.2.1.3 SSO.
EM is upgraded to 13.5 and OAM SSO is reconfigured as described in this reference:

EM 13.4 and greater: How to Configure Enterprise Manager 13c Cloud Control Authentication with OAM SSO using emctl Method (Doc ID 2717233.1)

Once EM is upgraded to 13.5, OAM SSO does not work.
