EM13c,12c: After Secuing WLS, Accessing EM URL shows "Enterprise Manager Cloud Control is not Currently Available. The EMGC_OMS server where Cloud Control runs, or Some other component might be down" (Doc ID 2832292.1)

Symptoms

When accessing Enterprise Manager (EM) Cloud Control console with OHS Console port in a browser it shows the below message:

https://<OMS_HOST_NAME>:7803/em          <<<Default https port of Console OHS

Enterprise Manager Cloud Control is not Currently Available. The EMGC_OMS server where Cloud Control runs, or Some other component might be down

 

But EM console is working fine with MANAGED_SERVER_PORT

https://<OMS_HOST_NAME>:7301/em           <<<Default https port of Managed server
