EM 13c: Users are Unable to Log in to Enterprise Manager 13c CLoud Control when SSO is Enabled Due to Error VARRAY Limit (Doc ID 2835717.1)

Symptoms

Enterprise Manager (EM) 13.4 Cloud Control
EM users are unable to log in to EM when SSO is enabled due to VARRAY limit error.

The user exists in WLS console users tab.
The user exists in EM as SSO auth type.

<EM_INSTANCE_BASE>/gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc) in DEBUG mode shows the error:
