Symptoms

Enterprise Manager (EM) 1.4 Cloud Control OMS fails to start with the following command session error:

$OMS_HOME/bin/emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 4
Copyright (c) 1996, 2020 Oracle Corporation. All rights reserved.
Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server is Down. PBS and Console both may not be up.

From <EM_INSTANCE_BASE>/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out file reports following errors
