13.5 EM Agent running on Windows 2019

Use Case: unzipped the p33355570_135000_Generic.zip to <AGENT_HOME>\AgentPatcher directory.

Below commands are failing with "echo was unexpected at this time".

<AGENT_HOME>\AgentPatcher\agentpatcher version

<AGENT_HOME>\AgentPatcher\agentpatcher apply -analyze
