EM 13c: Conventional Patch Plan Method Errors In EM 13.5 for DB Less Than 12.2 Version (Doc ID 2837274.1)

Symptoms

Creating a Patch Plan for DB less than 12.2 version in EM 13.5 console returns error:

Enterprise > Provisioning and Patching > Patches & Updates

Search patch <PATCH#>

Select patch OS release > Create Plan
Plan name
Add target <Add db12.1 target>

Click 'create plan'

ERROR
Problem associating patches to targets in plan

Invalid Patches (1)

It renders the plan as non-deployable. : Expected Database patching is not supported via conventional patch plan based methodology. The recommended approach is to use Fleet Management. Refer to Oracle documentation for more information on Fleet Management. , found
