EM 13c Scheduled Jobs Don't Start because of the EM_TRACE_CRITICAL_E growing drastically (Doc ID 2846472.1)

Symptoms

 The EM_TRACE_CRITICAL_E (20gb) & EM_TRACE_DEBUG_E (10gb) objects are growing drastically quickly

The EM_TRACE_CRITICAL_E table is huge and keeps filling with the below Error. which is causing the EM schedule jobs issue
