EM13c - Emcli "stop_blackout" Fails When Username Has Space Character (Doc ID 2846904.1)

Symptoms

EM 13.4
Trying to stop blackout created by a user contains space character in his name using emcli failed with below error

./emcli stop_blackout -name="Blackout-Dec 4 2020 10:05:15 AM" -createdby="<USERNAME WITH SPACE CHARACTER>"

Syntax Error: User name "<USERNAME WITH SPACE CHARACTER>" is not valid. It must begin with an alphabetic character, contain only alphanumeric characters, underscores ("_"), or periods ("."), and have length of at most 30 characters.
