EM 13c: Agent Resync Failed Due To Mismatching Ciphers (Doc ID 2851006.1)

Symptoms

Agent resync is failing with below error.

Starting resync RESYNC_20220221165700 for agent <Host Name>:3872
Getting list of all the Targets to remove from the the agent - <Host Name>:3872
Removing 44 targets from the agent
Error communicating with the agent. Exception message - IO exception writing request packet: javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure. Please check agent-oms communication and try resync again.
Exception in resync: Exception occurred during resync, Agent will remain blocked: oracle.sysman.emSDK.agent.comm.exception.CommIOException: IO exception writing request packet: javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure
resyncState: resync of agent failed.
