EM 13c:Agent Upgrade is Failing With Error:"Stuck at Upgrade Management Agent Step" (Doc ID 2851252.1)

Symptoms

In Enterprise Manager (EM) 13c Cloud Control OMS, Agent upgrade is stuck at upgrade management agent step with the below error

<AGENT_BASE_DIRECTORY>/core/13.0.0.x.0/cfgtoollogs/agentDeploy_<time_stamp>.log
