Symptoms
Enterprise Manager (EM) 13.4 Cloud Control
The emgc_adminserver, emgc_adminserver\opss-rest targets are shown down in EM console.
<EM_INSTANCE_BASE>/user_projects/domains/GCDomain/servers/EMGC_ADMINSERVER/logs/EMGC_ADMINSERVER.out reports the following error:
