Symptoms

In Enterprise Manager (EM) 13.5 Cloud Control, deploying the Oracle ORAchk Healthchecks Plug-in fails at ‘Configure Management Repository’ step with the following error:

Server-side plug-in deployment failed. Error in schema configuration: Unknown error. Root cause can be determined from the schema manager log files: <PATH>/middleware_13.5/sysman/log/schemamanager/m_020222_0241_PM/m_020222_0241_PM.UPGRADE/
