Symptoms

Trying to start the 13c agent fails with the error:

$ ./emctl start agent
Oracle Enterprise Manager Cloud Control 13c Release 4

Starting agent .................................................................... failed.
Fatal agent error: Upload Manager failed at Startup
Fatal agent error: Upload Manager failed at Startup
Fatal agent error: Upload Manager failed at Startup
EMAgent is Thrashing. Exiting watchdog
Consult emctl.log and emagent.nohup in: <AGENT_BASE_DIR>/agent_inst/sysman/log

The <AGENT_BASE_DIR>/agent_inst/sysman/log/emagent.nohup log reports: Agent is going down due to an OutOfMemoryError
